As POA, why would you not want your mother to see a doctor to find out why she's bleeding??? You cannot make decisions w/o all the information. If she's in discomfort, she especially needs to see the doctor! Do you not expect her to receive care in this SNF??

So if something is treatable, the person is not on hospice or if in discomfort, what will prevent them calling APS for neglect and to request a court appointed guardian. Remember also, continuous bleeding, daily laundering, and use of staff PPE could have a slight risk of infecting others. Is there suffering in this instance?

Yes, the nursing home can have your mother see a doctor. They would be negligent in caring for a senior who is having medical issues that go unaddressed when she is in their care.

The nursing home, however, cannot have anything to do with a surgery as to giving permission or not. Nor can they dictate choices in care going forward. That is up to the patient, and in absence to make decisions for herself would be up to the POAs to make the decision they believe would be her choice and in her best interest. The doctor would make a diagnosis as to what is causing the abnormal bleeding. Then would discuss ages, diagnosis and prognosis with mother and her POAs (that's you). She could choose palliative care; she could choose Hospice care and support.

How old is Mom? What health pronlems does she have? Any Dementia?

My Mom was 89 when she passed with Dementia. She had bladder cancer early on and it did not come back. Even 5 years later her Dr wanted to do the scope. I told him no. She was tired of being poked and prodded. Her Dementia was progressing every month. Even if the found cancer again, we would do nothing about it.

Does Mom take blood thinners? This caused my Dad to have internal bleeding so they stopped the blood thinner. If you find she has any kind of cancer, will she allow surgery? Just because they find something does not mean she has to go thru treatment.

Just because your mom goes to the doctor to find out why she's bleeding, doesn't mean that she then has to do anything about said bleed. It is her choice as to how she wants to proceed from there.
And it might be a good thing to know what exactly is going on with her as it may just be something minor and require just a simple fix. Plus if it's something hereditary, both you and your sister may want to know that as well.

It's a tricky situation. Generally, as her POA, you have the authority to make decisions for your mom if she is unable to do so. However, a person's right to refuse medical treatment is a fundamental right. They can't force someone to undergo a medical procedure unless it's a life-threatening emergency.
POA comes into play when the doctor has determined she can't understand the consequences of her choice. So, I think your best bet is to have a meeting with the nursing home staff and a social worker or doctor to discuss your mom's situation and the legal responsibilities you have.
