Are you her Power of Attorney? If she is disabled, she may qualify for various benefits, but I'm not sure of home maintenance. You might check with the social services office. Many of them have a department that can determine what if services or benefits the disabled person qualifies for based on income and assets.

Sometimes local churches also take on causes and help.

Call the county office of the aging, they have lots of information about weatherization funds if they are available, as well as HEAP for heating bills and SNAP for food stamps.
